The City of Cape Town invites unemployed youth to apply for an exciting 18-month Learnership in Road Traffic Law Enforcement, commencing 01 June 2025 – 30 November 2026. This opportunity is designed to develop skilled professionals in law enforcement and traffic management.


Minimum Requirements:

  • Grade 12 / Matric Certificate (proof required)
  • Age: 18–34 years old
  • Resident of Cape Town (proof required)
  • Languages: Proficient in English and one other official language
  • Currently unemployed (students and EPWP staff eligible)
  • Physically and medically fit for strenuous training
  • No criminal record (checks will be conducted)
  • Valid Code 8 driving licence (manual transmission only)
  • No visible tattoos in uniform
  • Must be team-oriented, resilient, and capable of working under pressure

Mandatory Training Components:

Successful candidates must complete:

  • FET Certificate in Road Traffic Law Enforcement
  • Law Enforcement Skills Programme (SP4/2012)
  • Physical fitness assessments (elimination-based testing process):
    • 2.4km run: ♂️11 mins / ♀️13 mins
    • Push-ups: 30 in 60 sec
    • Sit-ups: 30 in 60 sec
    • 100m dead load carry: 2 x 25kg
    • Tyre drag (20m)
    • Shuttle runs (10 in 60 sec)
    • Wall climb (1.2m)
    • Motorcycle reach test
    • Comfort swim (any stroke, unassisted)

Pregnant applicants will not be permitted to complete fitness assessments.


Selection Process Includes:

  • Written assessment
  • Interview
  • Driver’s assessment
  • City medical and drug evaluation
  • Fingerprint and criminal record check
  • Adherence to the Public Safety Training College’s Code of Conduct

Special Conditions:

  • There is no guarantee of permanent employment after training
  • Candidates must maintain physical and psychological fitness
  • Work in uniform, shifts, various weather conditions, and throughout Cape Town
  • Must be available for rotation, additional training, and random drug/alcohol testing
  • No external work or business allowed without City Manager’s written consent
